Following an occasionally raucous meeting, a sizeable majority of the City Council approved legislation Oct. 17 that will shutter the giant penal colony and institute jail-based reforms that will fundamentally reshape the city’s criminal-justice system over the objections of the unions representing correction officers of all ranks.
