Council's Controversial NYPD Reform Agenda Targets Commissioner's Power

The City Council’s effort to refashion the NYPD is underway. Not satisfied with the de Blasio Administration’s reform efforts, members of the Council’s progressive wing have authored a dozen pieces of legislation that would extend authority that is now exclusively the NYPD’s to outside the department. 

Included among the bills and a resolution is legislation that would dilute the Police Commissioner’s “exclusive authority” over officer discipline, end qualified immunity for officers and subject the Mayor’s pick for Commissioner to Council approval.
