With the situation on Rikers Island past crisis level, brought about by what many are saying is a staffing shortage, Mayor de Blasio has said he would be “creating relief” by hiring private contractors to bolster correctional security staff. The move is being decried as unlawful by several unions, most prominently the Correction Officers’ Benevolent Association.
His proposal, which he did not detail, first surfaced during his Sept. 21 briefing. It came about a week after he announced that about 100 NYPD officers would be supplanting some Department of Correction officers by supervising inmates in city courts as they awaited hearings. That proposal also drew claims of union-busting.
