Police Commissioner William J. Bratton appointed seven civilians and uniformed officers to his executive staff Sept. 29. He also promoted 154 uniformed officers and 41 civilian employees.
The promotions to the top ranks were announced previously but made official at the Sept. 29 ceremony. Lawrence Byrne was named Deputy Commissioner for Legal Matters. He is the eldest brother of Officer Eddie Byrne, who was shot and killed in 1988 while guarding the firebombed home of a witness in a narcotics case in Queens.
