The decision not to fire three Administration for Children’s Services staffers involved in the child-welfare case of Raymond Porfil came under sharp scrutiny in a Daily News report on the Department of Investigation’s findings in the 5-month-old’s 2018 murder by a mother with a past history of child abuse, but the agency and the union representing employees there defended the action taken.
Caseworker Tishana Valentine, Supervisor Michael Simpson and Manager Jacqueline Berridge were assigned to investigate a complaint of abuse against Raymond’s mother, Joann McLeod, on May 20, 2018, about two weeks before his death.
