Top FDNY Chief Leonard Relieved of His Duties

The Fire Department’s top uniformed officer, James E. Leonard, was stripped of his duties Dec. 6 because of “inappropriate behavior” toward both subordinates and the agency’s second-ranking civilian official, First Deputy Commissioner Laura Kavanagh.

The Chief of Department was said to have, among other things, ordered Chiefs under his command not to cooperate with the administrative side of the department in what was viewed as an attempt to freeze out Ms. Kavanagh.
