A Rikers Island inmate was fatally choked by another inmate in a mental-observation unit July 9, the first murder of a prisoner by another prisoner since 2008.
“I’m surprised it’s the first homicide in almost 11 years, knowing the conditions of Rikers Island and the restrictions correction officers operate under,” Patrick Ferraiuolo, president of the Correction Captains Association, said in an interview.
