The United Federation of Teachers and New York State United Teachers are joining state and city attorneys to defend the laws. Lawyers said questions about Teacher effectiveness, the length of probationary periods and tenure guidelines weren’t court matters, but “political questions” for the State Legislature and the Governor to handle.
