Once again, innocent hard-working retirees of NYC Off Track Betting have been left out in the cold to fend for themselves. The Governor’s veto language one year ago said that “time was of the essence” and that we worked hard for these promised benefits. Stating that the bill needed an appropriation to fund this health-care, our Legislature answered Cuomo’s call with $7 million appropriated in bill #A9869. A bipartisan 56-4 vote on this bill by the State Senate awaited our state leader’s signature.
