For most of the past month, the election campaign for president of Local 983 of District Council 37 was a referendum on whether the 15-year incumbent, Mark Rosenthal, was still capable of doing the job effectively. Last week, however, it turned into an issue of whether his challenger, Joe Puleo, has the moral character and basic decency to deserve election.
