Just as his career as one of the founding members of the New Directions slate of Transport Workers Union Local 100 unfolded gradually, with a 16-year progression from its formation to the group’s taking control of the union, Steve Downs’s retirement moved through several phases over the past four years.
He retired from New York City Transit in September 2014, but stayed on Local 100’s payroll for another 15 months as chairman of its Division of Rapid Transit Operations. That was followed by 18 months as chief of staff to then-Local 100 President John Samuelsen before retiring from the union in July 2017.
