In 2010, as the Amalgamated Transit Union was being assailed for having too long failed to act against the organized-crime figures who exerted control over its Local 1181 representing city school-bus personnel and failing to prevent mass-transit layoffs nationwide, the head of its local representing rail workers at the Chicago Transit Authority endorsed Larry Hanley for its presidency.
Robert Kelly explained his decision by saying, “I looked at the international and where we’ve come to and where we’re going in the future, and I think it’s better to put it in the hands of someone different.”
