The late Robert F. Kennedy virtually defined the concept of political vision when he said, “Some men see things as they are, and ask why. I dream of things that never were, and ask why not.”
Mayor de Blasio no doubt would like to be viewed in the same light, and probably will be regarding his expansion of the city’s pre-kindergarten program. Unfortunately, in too many areas concerning his administration, when he finds something unpleasant in the way things are, his inclination is to either duck or change the subject.
