When Gen. John Kelly moved over from U.S. Secretary of Homeland Security midway through 2017 to become President Trump’s Chief of Staff, it was predicted that he would bring a greater sense of order to a chaotic White House while reining in an impulsive Commander-in-Chief.

At times, however, it seems that Mr. Trump has had a greater impact on Mr. Kelly. One of those occasions involved the controversy last week that ended with the resignation Feb. 7 of White House Staff Secretary Rob Porter—a key aide to General Kelly—after the revelation that two former wives accused him of spousal abuse during their marriages.
