Schools Chancellor Richard Carranza sometimes gives the impression he is better suited to being a student protest leader than running a system with 1.1 million students that is not serving many of them as well as it should.

His latest trip to the barricades was spurred by a new round of criticism that he was bringing in as top advisers people unfamiliar with the city’s education and political landscapes, some of whom lacked certification for their jobs or didn’t seem qualified based on their resumes. During a press conference on other matters, he claimed he was being targeted for criticism because of his skin color.
