Governor Cuomo did not achieve his fifth on-time budget, but he missed the deadline by only three hours.
That delay may hardly be worth mentioning, considering that before he took office budgets had been as late as five months. But debate in the State Assembly delayed a final vote until 3 a.m. on April 1. The budget deadline had been midnight. The State Senate finished its voting at 11:15 p.m. March 31.
