With the exit of its last board member, the U.S. Merit Systems Protection Board, which since it was established in1979 has protected Federal civil servants from political reprisals, finds itself floating into uncharted legal waters.
Mark Robbins, 59, had been Acting Chairman of the MSPB and the only member of what normally is a three-person board until his term expired in March. His seven-year term was extended for one year.
