Use-of-force rates among 16- and 17-year-old offenders more than doubled over the past year, with the largest spike occurring after the teens were moved from Rikers Island to Horizon Juvenile Center in The Bronx, according to a report by the Federal monitor appointed in the Nunez case.
The team tasked with overseeing reforms aimed at reducing jail violence as part of the settlement examined the force incidents among 16- and 17-year-olds both prior to and after the move to Horizon, which is jointly operated by the Department of Correction and the Administration for Children’s Services. The juvenile center has been staffed by Correction Officers since Sept. 27, the day the first teens were moved from Rikers.
