The city and U.S. Attorney Preet Bharara are close to an agreement on major reforms aimed at reducing violence on Rikers Island, the New York Times reported June 18, but unions representing jail supervisors objected to a key aspect of it limiting the force that could be used to subdue unruly inmates.
The agreement would set stricter limits on use of force by correction officers, add 8,000 video cameras to the jails and equip 100 officers with body cameras under a pilot project that could be expanded. It would also create a Federal monitor to oversee Rikers, and better track use of force by officers against inmates, including pinpointing those with three or more uses-of-force within six months, according to The Times.
