Unions Appraise Labor Commissioner: The Good, Bad and Attrition Bargaining

When Robert W. Linn was named the city’s Labor Commissioner less than 12 hours before Bill de Blasio was sworn in as Mayor, some union leaders were mystified by the choice made by a man they helped elect in a landslide.

There were uniformed-union leaders representing superior officers who were leery because they knew of the 1988 contract Mr. Linn negotiated on behalf of then-Mayor Ed Koch with what was then called the Patrolmen’s Benevolent Association that created numerous headaches, and more than a few early retirements, for their predecessors.
