United Federation of Teachers President Michael Mulgrew discussed his frustrations with school discipline and harassment policies during a conversation with City Council Speaker Corey Johnson at the union’s spring education conference May 19.
The topic of school safety was prompted by the shooting a day earlier at Santa Fe High School in Texas that resulted in 10 deaths. Mr. Mulgrew said that the city’s school-discipline system being based on the number of safety incidents at a school has limited the ability to fully implement the restorative-justice practices the de Blasio administration has encouraged.
