Transport Workers Union Local 100 is leading the charge to get state legislators to approve congestion pricing as the most-effective way to generate the billions of dollars needed to upgrade the city’s mass-transit system after a generation of neglect and deferred maintenance.
The proposal is part of the state budget process which is supposed to be resolved by April 1.
