Last spring when Transport Workers Union Local 100 was surveying several thousand members about which demands to press during contract negotiations, leadership was surprised to learn that a big item for the rank and file was improving the quality of their work boots, which members said were a misery to wear.
While workers sounded off on wages and health-care benefits, the New York City Transit-issued boots were in the mix of what irked them most.
