Secretary of Commerce Wilbur Ross, who was ordered by a Federal Judge to give a deposition about why he wanted a question about citizenship added to the 2020 Census, changed his account last week about how he came to the decision.
He testified before a congressional committee earlier this year that he had talked about the question with Justice Department officials to determine whether it was legal.
