Wary of an economic downturn, Mayor de Blasio Jan. 21 proposed an $82.1-billion preliminary budget that would add Traffic Enforcement Agents, Parks Department workers and Teachers but would emphasize caution as well as shoring up the pension funds and the struggling public-hospital system.
