The Conflicts of Interest Board fined an Assistant Commissioner at the Department of Environmental Protection $5,000 for having a subordinate drive her from work 50 times to various locations, including a gym and a bakery.
Martha Osenni, who had worked for DEP for 14 years, had an Investigator drive her to her Staten Island home and other destinations while he was still on duty. Though she gave him money for the trips, she did not fully reimburse him for the cost of gas and tolls. The trips added 40 minutes to his regular commute. The Board fined her for repeatedly having her subordinate perform non-City duties while on the clock, and for using her higher position to her advantage.
