As he reported that stop-and-frisks last year were down 64 percent from 2012 and 72 percent from 2011, Police Commissioner William J. Bratton declared Jan. 15 that the controversial issue “has been more or less solved.”
“Clearly it is in decline and I believe that is a good thing,” Mr. Bratton said, speaking at a symposium on safe streets. “The number of stops has fallen dramatically and in some instances it has stopped altogether. Stop-and-frisk has been stopped in some neighborhoods altogether.”
