Stop-and-Frisk Critics Cite ’94 Plan As Better Option

When Police Commissioner Raymond W. Kelly challenged members of the City Council in March to suggest other ways of combating crime if they didn’t like stop-and-frisk, he left the impression that the controversial program was the only weapon in the NYPD’s arsenal to fight gun violence, say two academics who have studied the department.
