Governor Cuomo has declined to sign a bill that would have given police unions more say—and police administrators less say—in discipline of officers. His failure to sign the bill by the Jan. 29 deadline was a “pocket veto.”
The Patrolmen’s Benevolent Association said while he was considering the bill that civil-rights advocates who opposed it were misrepresenting it. PBA President Patrick J. Lynch said it “will allow us nothing more than the opportunity to sit at a table and negotiate a process of discipline that will be fair to police, effective for municipalities and will protect everyone’s civil rights including police officers.’”
