Police Commissioner William J. Bratton promoted 179 uniformed and 30 civilian employees, including one senior aide, in ceremonies Jan. 28 at Police Headquarters.
Philip J. Heller was designated Director, Capital Construction Unit. He joined the unit in 2008 as an Associate Project Manager. As Director, he will oversee the design and construction of new facilities, including precinct stationhouses. An architect, he was project manager for the new Police Academy in Queens.
