A report by an independent attorney that was released in redacted form Oct. 17 concluded that Commissioner of Investigation Mark Peters had “indicated a lack of concern for following the law” in his takeover of the office of the special schools investigator and “actively avoided giving others in city government the full picture about the…takeover.”
Mr. Peters was “cavalier with the truth” and had made statements apparently designed to intimidate employees, the report said.
