The Bloomberg administration was within its rights to charge time employees missed after the December 2010 blizzard to their annual-leave banks, an arbitrator ruled Feb. 8, although it erred in failing to provide contingency plans for disabled employees during the weather emergency that knocked out subways, buses and roads for several days.
