First Lady Chirlane McCray March 26 dodged softball questions posed by City Council Members dissecting what impact her ThriveNYC mental health program has had on New Yorkers.
The initiative, which began in November 2015, is seeking $251 million for Fiscal Year 2020. But between Fiscal Years 2015 and 2018, ThriveNYC spent only 70 percent of its budget, and officials struggled to explain what it had accomplished during its existence. Council Member Daniel Dromm, who chairs the Finance Committee, called tracking the program’s spending “challenging” because its 55 initiatives were offered at 15 agencies.
