A new attempt by Democratic members of Congress to raise postal revenues would grant the beleaguered U.S. Postal Service more room to innovate—but would not address the Service’s biggest annual drain of funds, a mandate that carries the rare distinction of being loathed by both unions and managers.
The Postal Innovation Act would finally allow the shipping of alcohol through the U.S. Mail, which has been banned since 1909.
