“I’ll never be a Supreme Court Justice, so the next best thing is the Council,” joked City Council Member Ritchie Torres regarding the thrill he experiences probing city agencies during oversight hearings.
As Chair of the Committee on Oversight and Investigations, he wants to ensure that investigations are seen as a major function of the Council. Since the body relies on information from city agencies, the Council’s ability to exert its oversight power is hindered by the de Blasio administration having an incentive to present what he called an idealized version of reality.
