Parts of Governor Cuomo’s budget proposal constitute “an attack on public services and the civil-service system,” Public Employees Federation President Susan Kent said in an interview last week.
PEF has targeted seven areas of concern in the budget, including outsourcing, funding cuts, temporary hiring without civil-service examinations and opening health-care services to privatization.
