An election will be held to determine whether the Organization of Staff Analysts or District Council 37 will represent approximately 170 high-tech workers in city hospitals, under a July 7 Board of Certification order.
The Board rejected an argument by the Health and Hospitals Corporation that the title—Senior Consultant, Management Information Services—was managerial or confidential consistent with the terms of the Taylor Law, which established public employees’ bargaining rights in New York.
