A second-place showing in a special election for an open City Council seat in Harlem encouraged Marvin Holland, Transport Workers Union Local 100’s political and legislative director, to try again in the September Democratic primary.
On Feb. 14 Mr. Holland was bested at the polls by former State Sen. Bill Perkins, who got 34 percent of the 11,000 ballots cast in a nonpartisan contest with nine candidates. Mr. Holland, a first-time candidate, got 19 percent, finishing about 1,700 votes behind the winner.
