A 64-year-old civilian employee of the NYPD was killed Aug. 1 when a tire flew off a garbage truck and went through his windshield, the Police Department said.
The Collision Investigation Squad determined that Mr. Martinez was driving a 2003 Chevy Tracker eastbound in the HOV lane of the Gowanus Expressway shortly after 6 a.m.
