The changes at the top of the NYPD may have already started, with news reports that two widely unpopular three-star Chiefs have been told to put in their papers.
Chief of Internal Affairs Charles V. Campisi and Chief of Detectives Phil T. Pulaski were given the message in personal meetings with Police Commissioner William J. Bratton, according to the reports. Both men are 62; the retirement age for uniformed officers of any rank is 63.
