NYPD promotions made Jan. 30 included three civilians at the Deputy or Assistant Commissioner levels. Altogether, 107 uniformed officers and 48 civilians were upgraded.
Michael A. Julian, who rejoined the NYPD as Deputy Commissioner, Training in November, was appointed Deputy Commissioner, Personnel. He retired as Chief of Personnel in 1994 after 28 years in the department. Between his NYPD stints, he was an executive at businesses including Rockefeller Center, Madison Square Garden and Tishman Speyer properties.
