New Council Speaker Could Broker Deal On Congestion Pricing

For months funding for the MTA’s Emergency Repair Program was held hostage by a bitter stand-off between Governor Cuomo and Mayor de Blasio over whether the city should have to split the $800-million price-tag down the middle. The two men had also been at odds on congestion pricing as a long-term funding source for the MTA.

But now, with the recent election of City Council Speaker Corey Johnson, there’s a new player who could loosen the personality-driven log-jam that’s hobbled progress on multiple fronts.
