Education and school-union leaders had mixed reactions to Governor Cuomo’s proposed $769-million increase for education funding in his Jan. 16 budget plan, which was not quite half the amount the State Education Department requested.
Facing a $4.4-billion deficit and Federal tax changes that will negatively affect the state and many residents, the Governor called it a “very fragile time for the state’s economy” during his speech outlining the $168-billion budget. He proposed $1 billion in new fees and taxes on opioids, vaping products, and insurance companies that will benefit from the Federal tax law to fund increases for education and health-care spending.
