The legislative session in Albany ended a few minutes after midnight June 26—eight days past its originally scheduled conclusion—with the passage of a bill dubbed “the Big Ugly” that included compromises on issues including rent regulation, the Mayor’s power to run public schools and property-tax rebates.
It was not a fruitful session for New York City in general and Mayor de Blasio in particular. Governor Cuomo has been covertly hostile to Mr. de Blasio since the Mayor took office in 2014. And the new Senate Majority Leader, John Flanagan, was unhappy with the Mayor’s unsuccessful push during last year’s election for a Democratic majority in the Senate.
