Conceding that the city’s mass-transit system is in “crisis,” Governor Cuomo again has turned to Joseph J. Lhota to be Chairman of the Metropolitan Transportation Authority.
Mr. Lhota won high marks for how he helped the system weather Superstorm Sandy as both Chairman and CEO of the agency. He left that post to pursue his unsuccessful 2013 mayoral bid.
