Six days beyond the deadline, Governor Cuomo and legislative leaders announced a budget deal late on the night of April 7 that among other changes makes union dues tax-deductible. The Assembly finished passing it April 9, and the Senate approved it about 10:30 p.m. April 10.
That made the budget nine days late, not terribly tardy by New York State standards. (The record, set in 2004, was Aug 11.) But Mr. Cuomo had passed five of his previous six budgets on time (the exception was several hours late). He has pointed to the on-time budgets as proof that he had transformed state government and made it more efficient.
