Jail-System Reforms To Get Scrutiny of Monitor

Ending the latest chapter in the struggle to clean up Rikers Island, the city and U.S. Attorney Preet Bharara agreed last week on a settlement that “calls for a wide range of reforms intended to dismantle the decades-long culture of violence in the city jail system.”

Many of the provisions in the settlement, which still must be approved by a Federal Judge, are aimed at correction officers. The agreement requires the Department of Correction to develop a new, stricter use-of-force policy, step up reporting and investigation of such incidents, add nearly 8,000 video cameras to cover blind spots in the jails and set up a system for civilian staff members to anonymously report excessive force. A monitor will oversee the changes.
