The Inspector General for the NYPD has concluded that the Police Department has protected New Yorkers from terrorism “with remarkable and commendable success,” but often failed to obey its own rules governing its investigations into political activity involving Muslims.
A report released Aug. 23 found that the department was lax in following the Handschu guidelines on investigations involving such activity. The guidelines originated in the settlement of a 1971 lawsuit and were modified after 9/11.
