He announced a billion-dollar infusion in state support for new trains for the Metropolitan Transportation Authority. He was applauded for picking Joseph J. Lhota, his former Chairman of the authority, for a return performance while directing him to come up with a comprehensive reorganization plan for the beleaguered MTA in just 30 days.
