Most chief executives, when asked by reporters about a subject that has to be hashed out with an opposing party, fall back on the cliché, “We don’t negotiate in public.”

There is a logic to that: it’s usually easier to speak frankly, without either burning bridges or making public commitments that may come back to bite you, behind closed doors.
